  • The management and maintenance of the infirmary for the accommodation/care of the poor.
  • The provision of poor relief and welfare services for outdoor poor persons.
  • The maintenance of public cemeteries.
  • The provision and maintenance of bus terminals and public parking facilities.
  • The maintenance of public sanitary conveniences.
  • The maintenance of public parks and beautification projects.
  • The provision and maintenance of animal pounds.
  • The provision of social water through community standpipes and trucking of water to drought stricken areas.
  • The coordinator of disaster preparedness plans, activities and the management of emergency response to the citizens of Manchester.
  • Approval, regularization and street names and civic numbering within the parish.
  • Street lighting (auditing and payment of streetlights to JPS).
  • The regulation of public vending.
  • Licensing of places of amusement, hotels and lodging houses; barbers and hairdressers as well as butchers.
  • The local planning authority for the regulating and approving of building and subdivisions as well as advertisement signs.
  • Preparation and implementation of sustainable development planning and control (Local government reform).
